Is the PNLP promotive of any language?

The PNLP is promotive of the following languages: Filipino (required), Spanish (voluntary), and Arabic (voluntary).

There is also a provision for a national language commission to be created, which will "undertake, coordinate, and promote researches for the development, propagation, and preservation of Filipino and __other languages__." Just what is meant by "other languages" is not clear, however.
