Does the PNLP overtly discriminate against any language?

The PNLP does not _explicitly_ state that there will be active discrimination against any language.

Except for English which Congress may decide to demote from its de facto and de jure position as official language, the PNLP as stated in the 1987 Constitution does not have any provision on active discrimination against a language.
