Can I demand that the government communicate with me in my regional language?

To a certain extent, yes. You have two problems to face, though: just what is meant by "auxiliary official language" and "regional language" has not yet been decided by the courts. (And the Supreme Court may simply say that those are political, not judicial, questions.)
