Can I demand that my children be taught not in English or the national language?

To a certain extent, yes, if you are speaking a regional language. You have two problems to focus on, though: just what is meant by "auxiliary media of instruction" and "regional language" has not yet been decided by the courts. (And the Supreme Court may simply say that those are political, not judicial, questions.)
