How can I refer to a particular question here?
If you mean the URL, that would be very simple. The questions here are numbered serially as they are entered into the FAQ. This means that questions with widely differing numbers may cluster around a certain topic. In the FrontPage we list all the questions along with their numbers. You can use those numbers to construct the appropriate URL for any question.
The actual URL of a question is constructed out of the strings 'http://pnlpfaq.pbwiki.com/' (our domain name), plus 'Q' (which stands for Question) and the digit(s) representing the number. The number is counted using the typical (not computer science) system: 1, 2, etc. (not 01, 02...).
For example, the question What is the scope and purpose of this FAQ? is entered as FAQ Question #1. Its actual URL is therefore http://pnlpfaq.pbwiki.com/Q1
This question itself (because it was entered much later than the rest) is Q93. Its URL is http://pnlpfaq.pbwiki.com/Q93
